If you’ve been hoping to grow your family through adoption in Indonesia and you found us through a search — welcome. Belarasa Indonesia is a humanitarian foundation based in Bali, Indonesia, supporting prospective adoptive parents through the legal adoption process. But the questions you’re carrying don’t belong only to Bali. They belong to families all across Indonesia.
Legal adoption in Indonesia is not fast. It is not simple. And no organisation — including us — can promise you a child or control the timeline.
But it is possible. And when it’s done properly, it protects everyone: the child, the birth mother, and your family.
Here is what the adoption process in Indonesia actually involves, in plain language.
The government decides the match. All adoption decisions in Indonesia are made by Dinas Sosial — the government’s Social Affairs Office. The process begins at the city or regency level (Dinas Sosial Kota/Kabupaten) and moves to the provincial level for final approval. No private foundation, agency, or individual has the authority to place a child with a family. Anyone who tells you otherwise is operating outside the law.
There are legal requirements you must meet. Under Indonesian law (PP 54/2007), prospective adoptive parents in Indonesia must be a legally married couple, married for a minimum of five years, aged between 30 and 55, in good physical and mental health, financially stable, and sharing the same religion as the child. Couples may also not have previously adopted more than two children in total.
The process involves multiple stages. Document preparation, psychological assessment, a family support visit, formal submission to Dinas Sosial, a matching decision by the government, a minimum six-month fostering period, and finally a court decree that makes the adoption permanent.
The court decree is final. Only after a judge signs the Penetapan Pengangkatan Anak does the adoption in Indonesia become legal and irrevocable. Before that point, nothing is final.
Formal institutional pathway — the standard adoption process in Indonesia, managed fully through Dinas Sosial, typically involving children in the care of a government-registered child welfare institution (LPA).
Adopsi langsung (direct adoption) — where a birth mother in Indonesia voluntarily and directly entrusts her child to prospective adoptive parents. This still requires full government oversight, a court process, and all the same legal safeguards. It is not a private arrangement.
Yes — but with important conditions.
Under PP 54/2007 Pasal 16, single parent adoption is legally permitted in Indonesia. A single parent is defined as someone who is unmarried, widowed, or divorced. However, this pathway requires special permission from the Minister of Social Affairs — which in practice is delegated to the Head of the Provincial Social Affairs Office.
Single parent adoption is subject to additional scrutiny and is not the standard pathway. If you are a single parent hoping to adopt in Indonesia, we recommend speaking with a legal advisor who specialises in family law, and contacting your local Dinas Sosial Provinsi to understand the specific requirements in your area.

International adoption — where a foreign national (WNA) adopts an Indonesian child, or where an Indonesian citizen adopts across borders — is a separate and significantly more complex process.
Under Indonesian law, international adoption applications must be submitted to the Ministry of Social Affairs (Kementerian Sosial) at the national level — not just to the local or provincial Dinas Sosial. The process involves additional requirements, longer timelines, and stricter oversight.
Belarasa Indonesia does not facilitate international adoption. Our work is focused on domestic adoption within Indonesia, in full cooperation with Dinas Sosial.

Step 1 — Contact your local Dinas Sosial Ask about the adoption process in your province. This is always the starting point for adoption in Indonesia.
Step 2 — Begin gathering your documents KTP, Kartu Keluarga, Buku Nikah, SKCK, health certificates, and proof of financial stability are all required.
Step 3 — Seek a psychological and psychiatric assessment This is a legal requirement for adoption in Indonesia and it is best done early.
Step 4 — Be patient The process is careful because the stakes are high. A child placed in the right home — legally, lovingly, and with full respect for everyone involved — is worth every step.
